The origin of the request for proposal AAP ECO

Jean-Louis Borloo, French Minister for Ecology, Energy, Sustainable Development and Town and Country Planning (Regional Development), Christine Lagarde, French Minister of Economic Affairs, Industry and Employment, Valérie Pécresse, French Minister for Higher Education and Research, Luc Chatel, French Secretary of State for Consumer affairs and Industry, Spokesman of the Government and Chantal Jouanno, French Secretary of State for Ecology, have in March 2009 issued a request for proposal concerning the ecotechnologies, following the "Grenelle de l’Environnement" and the results of the working groups which were organised by the strategic committee of eco-industries (Comité Stratégique des Eco Industries - COSEI). A financial support of 30 million euro was granted to this operation within the framework of the Business Competitiveness Fund (Fonds de Compétitivité des Entreprises FCE).

The task of the request for proposal AAP ECO

This request for proposal wants to support pilot and demo projects with economic and environmental potential as well as demo phases for innovative ecological technologies and services with expectations of early market launch (between two and five years).

Five thematic focal points are retained, in connection with the results of the study concerning the eco-industries, financed by the Ministry for Economic Affairs, Industry and Employment and published on 2 December 2008, in fact:

• to monitor and trace back: guarantee of an environmental monitoring and a better backtracing in the environmental chain;
• to react: for a better cleaning of polluted environments;
• to transform: transition from a waste industry to an industry with reused resources;
• to prevent: guarantee of a more sustainable industrial production;
• to protect: protection of natural habits and biodiversity.

The EUROSOFT PLUS project: EH&S MANAGEMENT Management solution for Environmental, Health and Safety data

Our project EHS Management consists in proposing a computer tool that allows the industry to calculate, simulate and save the potential environmental impact of a product, a process or a company activity in the course of its life cycle. In  doing so, thre resources employment ("inputs" as energy, resources and water) and the environment emissions ("outputs" into the air, the water and into the soil) which are associated to the calculated system, are quantified.

A hazardous material reference system will also be integrated into this computer toll ensuring the regulatory compliance which apply to these chemicals and the backtracing of the worker exposure to chemicals as well as the risk evaluation for workers in view of these exposures.  

Finally, our solution will integrate all company's processes by assigning the substances inventory data, the location of production units as well as the vendor data to the emission calculation, the chemical backtracing as well as the evaluation of environmental impacts. These evaluations must allow a backtracing of causes and effects, but also represent an improvement for processes and procedures, in order to reduce the ecological impacts and to achieve the expected sustainability objectives. 

Cet appel à projets ambitionne de soutenir des projets pilotes et de démonstration à fort potentiel économique et environnemental et des phases de démonstration pour des écotechnologies et des services innovants, avec des perspectives de mise sur le marché relativement proches d’environ 2 à 5 ans.

Cinq axes thématiques ont été retenus en cohérence avec les résultats de l’étude portant sur les éco industries financée par le ministère de l’Économie, de l’industrie et de l’emploi et publiée le 2 décembre 2008, à savoir :

• surveiller et tracer : pour assurer une surveillance de l’environnement et une meilleure traçabilité dans la chaîne environnementale ;
• réagir : pour mieux traiter les environnements pollués ;
• transformer : pour passer d’une économie des déchets à une économie des matières premières réutilisées ;
• prévenir : pour assurer une production industrielle plus durable ;
• préserver les milieux naturels et la biodiversité.

Le projet EUROSOFT PLUS: EH&S MANAGEMENT Solution de gestion des données environnementales, santé et sécurité

Notre projet EHS Management consiste à proposer un outil informatique permettant aux industriels d’évaluer, de simuler et de stocker l'impact environnemental potentiel d'un produit, d'un processus ou de l’activité de l’entreprise tout au long de son cycle de vie en quantifiant l'utilisation des ressources (des "inputs" tels que l'énergie, les matières premières et l'eau) et les émissions environnementales (les "outputs" dans l'air, l'eau et le sol) associées au système évalué.

Cet outil informatique intègrera également un référentiel substances dangereuses qui permettra d’assurer la veille réglementaire exigée pour ces substances chimiques et de garantir la traçabilité de l’exposition des travailleurs aux substances chimiques, d’évaluer les risques des travailleurs face à ces expositions.

Enfin notre solution intégrera tous les processus de l’entreprise en associant les données stocks de matières, implantation des unités de production, données fournisseurs aux calculs des émissions, traçabilité des substances chimiques, évaluation des impacts environnementaux. Ces évaluations doivent permettre une traçabilité des causes et effets mais également permettre d’améliorer les process et procédés afin de réduire les impacts écologiques et d’atteindre les objectifs de durabilité escomptés
