Annex II of regulation 1907/2006 (REACH) defines guidelines to the compilation of the MSDS. It shall permit to determine whether any hazardous chemical agents (substances or preparations) are present in a workplace and to assess any risk to the health and safety of workers.
The MSDS is divided in 16 chapters:

REACH Regulation introduces new notions compared to directives 67/548 and 1999/45 (concerning respectively dangerous substances and preparations).
Substance registration number, provided by the European Agency (ECHA) after submission and evaluation of the dossier, as well as the email of the contact personne shall appear in chapter 1.
Chapters 2 and 3 from the former directives are switched in order to get the actual layout.
Two new types of toxicological tests appear in chapter 8:
DNEL: the Derived No-Effect Level is the level of exposure to the substance above which humans should not be
exposed.PNEC: the Predicted No-Effect Concentration is the concentration of the substance below which adverse effects in the
environmental sphere of concern are not expected to occur.
The exposure scenario per possible use of the substance shall appear as an annex of the SDS, if a Chemical Safety Report (CSR) was written.
